Banishment, or exile, is defined as a punishment that requires the convicted person to leave the country. In the status quo states use either imprisonment or death penalty as a punishment for the most serious political crimes. Serious political crimes include, but are not limited to, sedition, treason, terrorism, espionage, lèse-majesté (defamation of the sovereign), etc. For the purpose of this debate, once banished, such individuals would be automatically granted a stateless refugee status.
